Hu Jintao Holds Talks with Chadian President Deby

On the afternoon of September 20, 2007, Chinese President Hu Jintao held talks at the Great Hall of the People with Chadian President Idriss Deby Itno. Both sides reached broad consensus on developing China-Chad ties of long-term stability, sincere friendship and all-round cooperation.

Hu hailed the sound development momentum in bilateral ties since the two countries resumed the diplomatic ties in August of 2006, noting the facts of active exchanges at all levels and rapid resumption of cooperation in all fields. "The Chadian government adheres to the one-China policy and opposes 'Taiwan's Independence', and supports China's stance on the Taiwan question, and we appreciate for it," said the Chinese president. The development of bilateral ties conforms to the fundamental interests of both countries and their peoples and is also conducive to the new type of China-Africa strategic partnership, he added.

Deby made positive comments on bilateral ties, saying that since the resumption of diplomatic ties, both sides have witnessed increasing exchanges and cooperation in all areas and deepening mutual understanding and trust, which offer a solid guarantee for the establishment of a healthy and effective cooperative relationship. The Chadian government and people have always been paying close attention to China's development and appreciate China's great achievements in economic and social development. Deby also spoke highly of China's active and constructive role in the Darfur issue.

Hu put forward a four-point proposal to improve the cooperation with Chad. First, keep closer high-level visits and build up political trust. He said the two countries' leaders, government agencies, legislative bodies and political parties can maintain frequent contacts through various ways, urging both sides to show mutual understanding and support on major issues concerning each other's core interest. Second, expand trade cooperation and promote common development. China is ready to actively conduct cooperation with Chad on trade, agriculture, infrastructure construction and energy resources based on the principles of equality, mutual benefits and tangible effects and well implement cooperation projects already agreed upon by both sides. Hu pledged that China supports Chinese businesses with strength and good reputation to invest in Chad and participate in economic construction there. Third, attach importance to humanistic exchanges and deepen people-to-people friendship. Hu suggested both sides work together in carrying out exchanges and cooperation on education, culture and health to lay a firm basis of public opinion for the development of bilateral ties. Fourth, carry out multilateral cooperation and safeguard common interest. Hu called on both sides to strengthen coordination and cooperation in multilateral frameworks including the United Nations (UN), World Trade Organization (WTO) and Forum on China-Africa Cooperation (FOCAC) and jointly contribute to regional and world peace, stability and development.

Deby agreed with Hu's proposal on deepening bilateral ties, saying that Chad would work with China to seriously complete the cooperative projects and improve the cooperation between businesses of the two countries so as to open up a new situation for friendly cooperation of mutual benefit.

After the talks, the two heads of state witnessed the signing of several cooperative documents concerning economy, technology and other areas.

Prior to the talks, President Hu Jintao hosted a welcoming ceremony for Deby at the Square outside the East Gate of the Great Hall of the People. Vice Chairman Raidi of the NPC Standing Committee, State Councilor Tang Jiaxuan, Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Li Zhaozhuo, Vice Chairman of the Central Committee of the Chinese Peasants' and Workers' Democratic Party Sang Guowei, Minister of Commerce Bo Xilai, Vice Foreign Minister Dai Bingguo and other officials attended the ceremony.
